name of spray paint that looks like powder-coat (1 Viewer)

A buddy of mine is at Cruise Moab that a**hole so I can't ask him this questions. He painted his bumpers and some of his frame and I thought it was powder coated. But he said it was actualy a spary can. This paint goes on very thick even when applied with normal light spray can techniques.

I know this is a random question, but does anyone know the name of this paint? It does not take 20 coats to on and even after two coats, it can be confused for powder coating.

It is not Rustoleum (I think highly over priced and over rated paint anyways). He may have purchased at an auto store, but I am thinking either OSH or Lowes.
 
I have seen a lot of spray paints that look this way, they tend to have less of a glossy finish.
 
I've used Satin Black Rustoleum to touch up powder coated bumpers/sliders.
 
I'll look into that, thanks. I woke up in the middle of th night and remembered the paint is something liek Orli or something similiar. But the epoxy sounds interesting.
