Missing dashpot and VTV (1 Viewer)

I have been chasing down issues related to timing and a generally poor running engine. While doing so I realized my engine (1985 22re) doesn't have a dashpot or VTV. The FSM shows there should be one.

Can these engines run without them or could this be one of the reasons the engine is running poorly.
 
The dashpot can get sticky and adversly affect your ability to close your throttle and speed up your idle.You often find the adjuster screw backed off untill it no longer makes contact. Mine has been "bypassed" this way for quite a while and I have not noticed much difference. Roger Brown also has a little info about the dash pot at;
