guys I bought a 60 and it has a dui distributer and headers on it. It was not properly desmoged so it was in the process of desmogging and noticed some antifreeze leak under the intake manifold. The previous owner had routed the heat lines and installed a plate under the intake to force it to heat up quicker(thanks for the info Roma). It doesn't look clean and will be prone to leak. Should I remove this, if I do will it take a lot longer to run smooth on cold starts.

IMO replace it. Don't just remove it. The cold fuel streaming out of the carb should be heated in the intake manifold to allow it to properly atomize before being sucked into the combustion chamber. Gas mileage will likely suffer without it.
