The dual winches are bit silly, but not as ridiculous as the forward visibility probably is with a spring-over and what looks like a set of Maxtrax on the hood.

I am thinking that it is a redundant winch set up, I'd worry about air flow if anything

I'm guessing the bottom winch is PTO, those bar-lug tyres look cool, but I reckon they'd be hard to live with on bitumen after a while....
