People buy and sell all the time. Couple of thousand dollars might be a big thing for the flipper but if it is what you want, then ignore what he paid for it and just buy it.
What kind of deal did you get buying this truck? Also spend $25 and run a Carfax which would tell you a lot about your truck. It is possible it might have been in an accident on the side you are having issues with.
