With the 4Runner and the Hi Lift on the TJM, I really don't notice it anymore. It hasn't also been an issue on the trails too. I have it bolted to the bumper with 1/2 inch bolts and mounts. I'll see if I can dig up a closer pic.

Put a couple of strips of Velcro along the bottom of your CB and stick it in the glove box; it won't slide around. I had my Icom land mobile radio mounted to my dash with Velcro. Never any problems.
I thought one of the advantages of manual hubs, whether converting a 3rd Gen 4Runner or older truck was that should an axle break all you would have to do would be to unlock the hub with the broken axle and continue along the trail in 3WD. Pull and repair the broken axle at home or camp.

Your symptoms sound exactly what I was experiencing with my 4runner earlier this year. However in my case it turned out to be the battery. If it's not the bat, I would also look at the starter contacts.
