Curious as to what didn't fit. I bought mine on ebay for a 2002 LX 470 and it fit. I suspect it might have something to do with how many controls/wires are in the clock spring. Maybe post a photo of yours and the one which didn't fit.

We paid $15k recently for a 2002 lx470 rust free with 143k and suspension recently swapped out for the LC lifted version by Slee. It still had the original plastic heater T's and a busted clock spring though. Timing belt was done. That price seems high to me.

Yes. I would measure it where the vacuum line attaches to the booster. I use a MityVac. It's also useful for testing whether or not the booster is holding vacuum.

Update: I ordered a cut-by-photo key with remote off ebay. I'll update after it arrives and I try to program it. Cost with tax was about $65 so it seemed worth the price to give it a shot. Ace was charging $100 for a non-remote key and $300 for a remote key.
Unfortunately no. They kept the keys to return to their supplier for a refund since they considered them duds.
They plugged a device into the OBDII connector and then accessed it with a tablet in order to do the programming.
