I emptied the block too before doing the PHH. The block drain plug is a brass screw about 8" to the left of the PHH. You may as well drain it while you are in there.
I got anxious and did the job today. Took a large chunk of my day, but I got it done without any major problems.

It is rare to find a one owner 80 with under 100K miles. I don't think the price is far off it checks out mechanically. If you really like it, offer $7500 like someone else said.
The value of an 80 can vary greatly depending on condition, mods and your geographic location.
Unless it comes with records, I would have it looked at. It may have clean paint and interior but need brakes, rotors, axle service, leaks fixed, hidden damage... Have a reputible mechanic write down everything the rig may need and you can use your list of to-dos as a bargaining chip.
I was planning on doing the PHH today. I went by the dealer yesterday to pick up some Toyota red but the parts department was closed for lunch. I wasn't able to make it back and they are closed for the next two days.

I would check the brakes first too. It could be the wear indicator for your break pad(s). It's a metal piece by the pad that lightly scratches the drum to warn you that your breaks are nearing the end (mine started squeeking with 20-30% pad left).

Consider throwing some BFG TA KO's on your new 18's when you get them. It will give you the rugged look and great functionality (on and off road).
Also, you may find more examples of 18's if you search 1st gen tundra wheels (2000-2006) on cardomain.
I would (and did) keep the original wheels and get bigger tires to fill the wheel well. I went with BFG TA KO 285/75/16. They look rugged and drive great on the road.
If you want a custom look, maybe powder coat your wheels (black seems to be popular these days).
