Okay, I've edited the original post. The truck will still be eligible for registration. I called out MPI on the incorrect information they gave me. All that's required to re-register will be an inspection. I'm reluctantly letting this go for sale to someone with more time than me.

That's not quite true in my experience. Even with the valve closed, I still get decent flow through the block. That's why it's so key to have the heater mounted to the frame rail. And to have no air at all!
It may take a long time to clear the air out. The water valve is a high point. Keep burping out air and it should eventually work. You could raise the front end for quicker burping.
