Check your rear shocks. I have had to turn the shock(the tube part) by hand then there is a click and the noise is gone. I think it's because the bolt on top needs to be torqued down a little more. Hope this helps.
Make sure your radiator isn't clogged, you should get it flushed/cleaned or even replaced. My LC is a 96 and I took it to Yosemitee 3 months after I bought it and it overheated going up the mountains. Bought it from a guy who also had service records and I believe it only had 130K at the time...
I'm in southern CA and when I got the P420 code I called CDan and ordered some new O2 sensors. It's been about a year and the code has not returned, hope this helps.
Make sure your shocks are in good condition and that they are bolted tightly. I had a loose nut on one and it would shake the steering wheel above 70mph.
I had the exact same problem, it happend because the gearing mechanism was missing a threaded white plug. The member that was making and selling the replacement part was nakman and if you search under "white plug seat" you can also find more info on the problem. The part cost less that $10. Hope...
