Both lockers (and transfer case) have a 'depression' switch that screws into the axle. These go bad and/or the wiring can be bad. My transfer case switch went bad on mine and I had to replace it.
However, it's strange that two would go bad together. You don't know the history of the vehicle...
I hate the TVSS in my 93. I put up with it for the keyless entry but then my mom lost my only remote.
It automatically arms itself regardless of you locking the doors and my dog jumping around in it sets the motion sensor off constantly.

just to follow up, I've determined that a LOT of these problems are due to the ethanol in gas now. If the gas sits, the ethanol pulls moisture from the air and precipitates out of the gas. Then you have water at the bottom of your gas tank and in your float bowl. This causes rust and all kinds...

I've been searching, but haven't found a wiring diagram or setup instructions for the TVSS alarm system in my 93 FZJ80. Box is under the seat and I have the 'horn defeat/valet' rocker switch on the dash.
The remote fob got lost and I'm considering getting a new one. However...

if you're sure your center is not locking then your on the right track for your problem
I just want to make sure you understand what I'm saying in that my center WAS locking but the sensor in the transfercase was intermittent. Therefore, even though my center WAS locked, my light wouldn't come...
again, are you SURE your center isn't actually locked and its just the LIGHT that isn't coming on? (no offense, but you didn't answer and it would point to a totally different problem than your thinking if so)
get in the sand, put it in low range, drive a bit to make sure it's got time for...
are you SURE your center isn't locking? My switch was bad and intermittent. I had to buy a new one (they are the same as the axle diff switches BTW, so you *could* try to swap one to test)
IOW: the center was locking but the switch wasn't showing it.... therefore I couldn't lock the front or...
was just tinkering again. Confirmed that it runs fine w/ the vacuum disconnected. Runs like poo with it connected.
Also found that the backfiring and bucking can happen under light to medium acceleration throttle as well. usually OK with foot off the throttle (which I thought was an issue...

OK, I had both vacuum diaphragms connected with a T. I have not tried ONLY one or the other. Just disconnected both and capped the carb...
