Just thought I would post my findings in case anyone runs into this later down the road, hopefully this can help them. What happened was the cable that connets to the valve disconnected so it wouldn't open the valve. Pretty simple, just hooked the cable back up.

'86 700r4, it has about 1500 miles on it since it was rebuilt about a year and a half ago, it has sat in my shop for a while. I have the torque converter that came on it, it has been sitting outside, I don't know if the weather would do anything to it or not. $400 plus shipping.
