from your description, 31s should be fine and fit very well on a stock truck. as for tires, check out the yokohama geolandar AT+2. treadepot.com had a great price on these not long ago. great tire and you can find terrific prices. you might look at the toyos also.
there was a thread on this not long ago, but i believe they are:

alt/crank/water pump
ac/idler/crank
might be good to pick up a spare, if you can find one in stock somewhere. your biggest worry would obviously be the alt/crank/water pump.

just in case one more pic of 3.25" b/s would help... i'm running 15x8s with 33x12.5s and 3.25" b/s - no spacers. fronts sit just proud of the fenders. based on what you're looking for, i think 3.25" b/s would be perfect. i'm very pleased with my results.
it certainly shouldn't be too bad to address the fronts. if you want, just whack off those plates on the frame and replace with true anti-inversion shackles or standard barbell types, if you feel the existing shackles need replacement. on the rear, my initial guess is length of shackle bolts -...
i'd say roughly 3/16" to the front calipers and 1/4" in the rear. stick-on wheel weights are tight front and rear, but i haven't lost any yet. i did flatten them a bit with a deadblow before mounting the tires, just to be sure. probably a good thing i did.
are you sure that quote is accurate? i just had 4 33" tires shipped via DHL (NC to MD) and the shipping was only $130 total. that was for 200+ pounds of tires. i'm sure the fender is bulky, but it's relatively light and certainly shouldn't be $300. have you called to get a 2nd quote from DHL -...
15x8 Eagle 589s, 3.25" backspacing. running 33x12.5 with just extended shackles and no fitment issues. with 3.25" b/s, fronts do sit a bit proud of the fender.
not to belittle the project, but on these vehicles a suspension swap is relatively easy. everything is exposed and you're actually looking at minimal tools. air is a big plus. if you happen to have a rust free vehicle, your job will go much easier. if you have some rust on the shackles bolts...
strange that all US models (i've seen) seem to have the same low-profile rack and the Canadian cruisers have the higher profile with the middle support. i guess the dealers could have used the same source for a dealer installed rack.

i'm currently running 36, but will likely bump to 40 or so for the marginal help with mileage. 36 looks nice and full and the ride isn't harsh at all. this on 33s.
