Yes this is a lower wiper motor 75 and later I tested it tonght and it run fine,,,Lower motor only no trans. Better buy it now!

What does the loose wire attach to?

I,M NOT sure I was going thru parts and this was in the box I tested motor it ran great ,,note there is no transmission just motor the housing shown could be used or tossed. I have sold wiper motors for $100 so someone that likes to save money and could use this motor could save some cash...
