How to fix metal that has expanded and is bowing out/in (1 Viewer)

Here is what I'm dealing with. The door was wavy before and tons of rust. I was hoping my new sheet metal would've straighten the door out but it's clear it hasn't. I think this is beyond me but how do you fix this? Ill also say that when the panel is pushed in they're too far in and when they are bowed out they are too far out to make the door flush.

 
I went to an old body shop guy today to talk about the doors. he calls it "oil canning"

his suggestion is to weld 4''x1/4'' metal plate to the inside of the door to straighten the metal back out. As long as that doesn't interfere with the window channel I'm going to give it a shot unless someone has a better idea...
 
Its too big, shrink it.. some guys use a torch others a stud gun, then cool with compressed air. Welding that panel in and grinding might help too. Some might cool with a wet rag too.. Its fun but hard.. practice on a piece of scrap metal or old body parts
