I have a FJ40 f engine that would not start until you put a cap of fuel down the throat of the carbie than it ran fine. I replaced the fuel pump from a 2F engine thinking this was the drama now I have fuel spilling out of the carbie and flooding the engine as thou its getting to much fuel and I have to disconnect the fuel line to get it started and when you reconnect it stops I.E. flooded. Are the pumps the same or is it a carbie issue
 
It's the carb-needle/seat/float open. Look in the bowl window. Crap holding needle open/stuck or possible float not floating.

Sounds reasonable--make sure the float bowl is not full-indicates needle valve is stuck open--time for a carb rebuild
 
The mechanical pump from an F and 2F should be the same, it sounds like the needle valve is stuck in the open position, some times a gentle tap will loosen it, try that first.
