The standard cable from an FJ40 will work just fine with the three speed. In fact the stock fj45 cable is hella long for the stock app. I don't know what they were thinking. Even with a 4speed, I had to loop mine outside the frame and back in again. I have an NOS 45 cable in its bag. IIRC, it's over a foot longer than the 40 cable.

Just put an nos cable in mine,it was for an fj40 as it fit perfect,no extra length. I believe I routed it thru the harness grommet,will check when I get home.

Question: Is the cable run through the firewall next to the steering column? Mine is missing and I don't see a hole that could be dedicated to the cable.

Thru the harness grommet. Do yourself a favor while you've got the dash open and file an extra half inch in the crown of the dash support where the cable runs behind the speedometer. It makes it a lot easier to maneuver the cluster in and out of the dash.
