volvo sedan parking brake stuck

okay, i don't have too much info, i was trying to fix my friend's stuck rear brake on her volvo sedan, but i don't know what year or model and she is not around to ask. but hopefully you guys can help anyways....

the rear right parking brake is stuck on, i'm guessing the cable is just rusted, but i'm unfamiliar with rear disk brakes and don't know how to go about freeing it up. anyone mind telling me where to start? thanks!

there is no lever that could get hung up like there is on toyota drum brakes, it is a cable that has housing around it all the way until it runs into the back of the hub assembly deal....any ideas?
