Anybody have a recommendation for rear shoulder belt install near Winston-Salem?

Am wondering if anyone out there knows someone in W-S or the triad who can install rear seat belts in a FJ60 for a reasonable price. I was just referred to Larry Edwards, but he claims there is a $10,000 fine for modifying safety equipment if a commercial establishment does it (really?).

Let me know if anyone has any thoughts.
