I see a charge for "grind lifters" on your invoice. I do not see anything about the cam. You don't "polish and grind" lifters. You resurface them so that the surface is as new and then you install them with a new or "reground" (made new again)...

I would remove the PTO cover plate and look inside, you may be able to make a rod to push/pry the lever back up if it didn't fall all the way inside.
drain the oil first
just because you see the drips, doesn't mean that is where it is leaking
you need to figure out where it is coming from
is it engine or is it trans?
remove the inspection cover and look inside, if it is dry, then it is not where the leak is...
