There should be a rubber type gasket there. I've never run across any sealant at the sender. If you have to use sealant, I would try permatex aviation sealant. Let it tack up for a bit on both surfaces.
Your lights wouldn't work if the fusible link was blown. A blown fusible link will kill all power except for anything directly connected to the battery. A lock cylinder doesn't have any electrical connections, the ING switch does.
It looks like someone altered your carrier by adding square tubing for the gerry can holder. You may have to source a replacement tube carrier. Search or Put a wanted ad in the classified section. They come up quite often.
