Canadian Legal/Registration/Roadworthiness bulletins and publications
I copied this idea from Stone who copied it from the 80s list.
I thought it would be a good idea to have a sticky with links to the acts and bulletins from various government agencies in regards to the legal operation of motor vehicles in Canada.. I'll leave this thread unlocked for now and we'll see how it goes.

i have already been in contact with Brad and there are mistakes on the notice that do not apply to certain units.
one we have all the concerns worked out i will post the final standings.

BTW, recall notices have been or are being sent to all registered Skylines, Fairladys and Townaces. there have been an unconfirmed number of these units pulled off the road already.

I just had a quick browse thru the applicable BC gov't info, and was wondering how some of you might interpret it.
For example, my 1982 South African RHD fj45 has no rear side marker lights, or daytime running lights. I purchased the truck 6 or 7 years ago, and it had already been registered in BC for several years prior to that. I have no record, nor is there any sticker showing a provincial inspection.
It was my understanding that daytime running lights were not mandatory (for new vehicles that is) until 1986? And, did any model of fj45 come with rear side marker lights?
Currently the truck is un-licenced, and sadly will probably be remaining in that state for some time. I imagine that with all this new found attention on JDM imports, I could be targeted for an inspection much easier in the future.

Thats also a very interesting (and disturbing) comment in the Alberta reminder notice:
"Bumpers modified and no longer providing impact protection"
So the section of 6" channel welded over my stock bumper would'nt pass by that interpretation. Or any other homebuilt, or 4+ type bumper from a vendor?
I know our idealogy behind the bumpers we build, let the thing we hit fold and take the shock absorbtion, not our bumpers.

day time running lights are mandatory after 1990 on trucks.
3rd brake lights are not mandatory on any units with a full frame i.e. light trucks till after 1997, cars after 1987...

So what happens when one of our trucks is pulled off the road??
Do we lose it or do they take the plates or what any one know..??
Do they give us a chance to make them comply??

of course you can try and make your truck comply. if it can't be made to comply then you have a nice lawn ornament...
in conversation with the one guy i talked to about the light issue, i mentioned that we can find lights that comply and bolt them in, his response was "then the unit is no longer OEM and not acceptable". OMG, i would hate to live in his juristiction.
there are 2 skylines sitting on the dock because they have aftermarket roll cage installed. the owner has to confirm when the cages were installed since, according to the customs officer, the date of production is now when the cages installed... the date of production is according to the frame number, not when the mods were done.
it is getting more rediculious by the week.
all i want is a clear memo stating what is and isn't accpetable and make it Canada wide.

Heard some news that Alberta will be approving E codes for JDM. This should sovle some of the porblemes. Given this it may be wise to hold offf on some mods that may not be nessesary. Inspections centres will be getting a memo shortly.

i phoned and confirmed this is the case, it is based on this website:

(5) All the information regarding every type of bulb and every type of sealed beam lamp used in lighting equipment required by this section shall be
(a) specified for the type of bulb or sealed beam lamp in
(i) a standard or recommended practice issued by the Society of Automotive Engineers (SAE),
(ii) a regulation issued by the Economic Commission for Europe (ECE), or
(iii) a standard issued by the International Electro-technical Commission (IEC); or
(b) provided, by the vehicle manufacturer at the Director General's request, to the Director General, Road Safety and Motor Vehicle Regulation Directorate, Transport Canada, 330 Sparks Street, Ottawa, Ontario K1A 0N5.
sad to say this still doesn't help the 77/78 tail light issue. the rest of the 78 series now conforms to the specs.

Awsome, ok, was just looking at that the other day.
On the 77/78, I have a quote coming in from a company who does SAE testing, should know what the procedure/requirements, and cost will be next week.
Will let everyone know.

Wayne, please PM me with any details/info on this most disturbing turn of events. I was not aware of any such 'recall'... During my conversations with Alberta Infrastructure & Transportation this was not mentioned, only that they would be leaving it in the hands of the police!

Does the Hilux Surf fall under the light truck category?
My inspector is telling me that the 3rd brake light is needed.
Where can I get official information on this?

If you so a search, I found a hole in the legislation.
It is going be to fixed in the next revision.
The 4runner and the surf as basically the same right?
Ask him to look at the same year of 4runner. It will not have it under after sept 1993.

So I did a little research on the Transport Canada website and it looks like in revision 3 of TSD 108, S5.1.1.27(a) (Lamps, Reflective Devices and Associated Equipment) they struck out the sections that exempted passenger vehicles manufactured prior to September 1, 1985 and trucks prior to September 1, 1993 from having a high mounted stop lamp. So it appears that the inspector may or may not require them to be installed.

Ah well, I have to fix a couple of other things anyway to pass inspection so I might as well install it. I just need to find a place to buy one now.

Looks like you found the same mistake.
Not sure what they are doing in Alberta, but I know in BC they are going to ammend the inspection manual in the next revision.

Here is something else to look at ..
Check your tires .. for those who still have the tires that were on the trucks when they got here from Japan.. Do they have the D O T stamped in them..?
My truck has the tires that were on it when it was imported, even the spare tire..
None of the tires are D O T.. But then for a few $$ they are easy to change..
Just somthing else to check..
