scope problems

So I just bought a savage 17HMR and put a BSA 6-24x40 scope on it. I know that BSA scopes are not a ziess but I was hopeful. They bore sighted it at Cabelas and I brought it home and shot it at 30 yrds. High and right, so adjusted left and more left and more left and more left, still 3 inches to the right and no more adjustment. Took it back to cabelas they looked at it re bore sighted and I started over. I did replace the rings to Warne to see if maybe the cheap weavers that were on there were the problem. Same problem today! so I am thinking there is a problem with the scope, cabelas said bring it back and they would replace it. What do you guys recommend for a new scope in the max of $130 range? I know I could shim it but I don't know how.

Some of Cabela's namebrand scopes are pretty nice.

Weaver makes nice rimfire scopes as does Mueler(sp) even Leupold has some rimfire under $200, also I have a few Nikon Prostaff's that have been good scopes, $120-ish, Walmart normaly has them

Thanks guys, I decided to spend a little more money and got a 4.5-14x40 Nikon scope. It looks good and shoots dime size groups at 100yrds.

I know you have already made a decision and a purchase but fwiw, I bought a Mueller eraticator for my .17hmr CZ453 and I love it. I think it cost me about $125 delivered. You can go on Mueller's website and read some of the reviews and about how these scopes have been tested. IMO they are a lot of scope for the money. They are not the greatest out there, but are a great value.
