How about, "The tailgate doesn't close all the way."
You've also got two big holes in the rear pillars that should not be there.

The two VERY large holes(little under 2") are supposed to be there for the smog lines
The two smaller holes are closer to the issue
Tailgate was only partially closed due to handle not working
A good place to look is at the top of the window sill. The issue stands out REALLY well there. But it is a LARGE problem
I didn't know it was a problem just from looking at it until I tried to install some parts

later tailgate? It does appear that the tailgate is tweaked? seems to be open more on one side?
the round holes inside the pillar are OEM for smog hose routing on early Fj55's. They take the exact door plug on pre 74 Fj40 doors.

Maybe the ole 2x4 in one side trick while you push hard on the otherside with the board wedged in the otherside between body and tailgate.

Been putting the gate down with the window stuck up? Sure, a whole bunch of cutting and touch up is easier than replacing a little window regulator gear... Easier to load and unoad with that giant pane of glass jutting out too!

Not a hanging offense, it just didn't appear to be stock to me.
The missing or cut off sheet metal should be a relatively easy repair, the problem is it will blister the paint if welded.

Relatively easy is relative
Actually, the solution presented to me by Don is to take some sheetmetal and make some angle iron. Then spot weld similar to factory style. Shouldn't kill the paint too bad  Just takes a few hours(aka money)... but that is time that could have been spent on the bumper or cutting the rear rockers
It is frustrating to run into things like this where the PO does something completely unexplainable. It is one thing to fix bad welding or ugly bumpers... quite another to fix something like this that wasn't even needed 
Things were just starting to look like they were going to run smoothly and then this happens

I would also weld it, but you could also rivet the new lip on (if the weather strip will alow it) and might be easier to seam seal/ touch up without damaging the existing paint.

If he decides against welding then I'd suggest a panel bonding adhesive. Rivets would be a distance last choice in my book.
