No, you can get by just fine with a free program called EasyGPS (
EasyGPS - FREE GPS Software for your Garmin, Magellan, or Lowrance GPS). For roadmaps, you'll want a copy of Garmin's City Navigator NT. Not available used, as it is locked to the GPS you originally installed it on. However, you can use an older copy of Garmin MetroGuide (v6 or v7 can be installed on multiple GPS units). Works the same as City Navigator, except that it doesn't provide routing unless hacked with a copy of MetroGold.
I've been able to load the entire Eastern US and several states' Topos onto a single 2GB card.
