Power steering not activating diaphragm

Folks,

Have a problem with my 80 series 1HD-FT idling when the steering wheel is turned.

What happens is that there is no vacuum available to the diaphragm and actuator when the wheel is turned. This much I have established with some trial and error methods.

What could be the reason for this ? Is there a switch that is supposed to turn on..to make this happen...?

Sorry...newbie here (had my LC for only a few months now..) cant figure this one out...

Please can someone help ?
