What starter came with the 96 24Valve HD-J out of the UK? 12Volt or 24Volt? Thanks.

Starter is 24v.Rest of electrics are 12v.Uses 2 batteries connected in parallel which are switched into series by a relay just for starting.

Thanks. Wonder if one could use such a relay to run a 24V winch?

As far as I'm aware all official UK 80's were 24v start.

It could certainly handle the current no doubt if you could figure out the connections.Looking at the diagrams the actual switchover starting relay works in conjunction with a switchover timer relay .
