An incident like that caused me to put screws thru the window frame and into the windows so they could not be opened from the outside even if broken. I also had another set of holes drilled so the windows could partially open but a person could not get thru the height they were allowed to open.

Most window hasps can be easily defeated from the outside but really... if a burglar really wants in there are few things one can do to stop them.

Around here one of the new favorite tools is the battery operated sawzall. Thief goes to a back door or window and just cuts thru the locks and enters.

Well you are in the best place to do that... with "Personal Service Technicians" on every street corner and in every bar in town.

If you can't find one there you can always check the yellow pages or hit the newspaper rack type stands with the advertising flyers in them. And of course there are the ppl on the street that are happy to come up to you (even men walking with their wife and kids) to hand out the business cards.
