Retreads are illegal in California. That guy is an idiot and doesn't deserve that car. Putting retreads on a '63 Vette is like making Selma Hayek wear a muumuu. Just a horrible idea.

Even new tires by reputable companies are sometimes prone to delamination.
Remember Ford Explorer/Bridgestone Wilderness ATs, etc? 6.5 million tires recalled....and that wasn't the only tire or company.
Shit happens.
Still. I also would never put a retread on any of my trucks or cars.

The guy was probably going for an original looking car and that was why he chose the tires. I suspect money wasn't an issue. A decision he probably regrets.

Yup, the look of the sidewall can stay true to original with just the tread recapped.

 Selma Hayek in a muumuu. . . .
I'd still hit it.
Sucks about the car. A friend's dad has a '63, it was awesome.

Suck about the car. He can order every part for it to fix it.
He had some driving skills to not take out the rest of the traffic and injure other people. While using a hand brake and hand throttle. You see the aftermath of people who have a blow out and take out three other cars and roll thier vehicle and they are not physically challenged.
Suck about the retread giving it up.

Just saw a split-window on Sunday - beautiful car. Shame about this one. If they were retreads - what an idiot :(
Another possibility is that they were just really old. Classic cars like that often don't get driven much - maybe a few hundred miles a year, if that. So the tires are way past their shelf life before they start looking even a little bit worn.
