Any recommendations for a bare-bones program?

I primarily need the ability to edit the clickTAG settings within existing .swf files, but may get into some basic flash creation down the road....found a couple programs in the $80-100 range (Flash SWF Editor, Edit Flash, Flash Animation Software, Flash Maker) but don't want to spend $ on something that sux...
