ok tut, question about yankee imperialist vehicle titles
i has been sent 5 sparkplug titles in 5 names. All of them are signed by the person who is named as the owner under the heading "signature of legal owner hereby releases all interest in vehicle as described above". however the section labelled "assignment by registered owner" is left blank including the part for the new buyer to sign.
the seller to me says he owns all of these and will sign a paper bill of sale stating he is the legal owner and has unencumbered title. but he does not want to sign the titles themselves in the place provided. he is worried about triggering washington state sales tax.
now i think I should fill his name in as the assignee even though he won't sign it so his bill of sale makes sense.
would that make sense or how would you handle this inside the US?

The ST1100 has been sitting in the garage since just before TUTaPII and has only been started like four or five times during that period. I had added Sta-Bil to the fuel a month or so ago; however, it had spent quite a while without treatment . . .
Once I got her tires aired up and out on the open road, it seemed all was forgiven and she rode like the trusty steed she has always been. I'll admit to wringing her out to about 115 at one point in a very wide open stretch of US90 just west of Crosby . . .
I fuelled in Dayton at a place with $1.69 fuel and then completed the run to BFE and then to the courthouse. Lunch with my boss in Liberty then made the run back to Houston, where I stopped at an O'Reilly's to buy a bottle of Chevron Techron additive. I added that and that seemed to help, even for the last fifteen miles or so that I drove to get back to the house. I'll not neglect this lady this long again . . .

You as the attorney know that the sales tax is his problem... paying it if it is due is his responsibility and that needs to be done for the sale to be completed properly... He is supposed to fill out the papers properly so that you can register the vehicles regardless of whether he wants to pay the taxes due or not. In my state it is the responsibility of the buyer to pay required sales tax when the vehicle is registered so I think he prolly has that part wrong.
I first would try to explain that to him and then if needed leverage his failure to complete the forms properly against him and tell him that if he does not complete the paperwork completely then you will have to get in touch with the proper authorities in his home state... if he wants to sell it to you for 'less' than the total cost of the vehicles and sell you a milk crate for a grand what do you care.  He can always write two bills of sale one for the discounted vehicle/s and one for the milk crate.
I would also talk to your agency and tell them that you have the bill of sale, etc being as non-specific as possible to give them enough information, but not who you are, in case something that he failed to do comes back to haunt you.
