What are your needs?
Plain Photoshop CS4 will do fine for any static work. I don't know if you need one of the extended versions for animated or not. I never work with them. Another thing to consider is web work. Will you be doing any? Photoshop has an extended version that has tools to make that easier.

It's mostly just a layout tool. You can do minimal stuff -- like re-sizing. So you should have your images already edited before you drop them into an InDesign doc.

Elements is enough but, but Photoshop is really for editing photos, not ad layout. It's pretty clumsy at layout stuff.
