This isn't going to make a whole ton of sense, but it's your problem so we've got to get to the root of it. There is something in your TCP/IP stack (it's like a stream of software that gets the data from your ethernet card to the operating system and proccesses it) that is not allowing DHCP to negotiate properly. In other words either your ethernet cards can't ask for an IP address, aren't asking correctly, or can't hear the response. Could be some firewall software went in and screwed with things automatically, could be something else entirely.
The next step is to see your TCP/IP settings. I need you to get screenshots of them.
Get to your ethernet card status that looks like this (sans the pink coloring):

Click properties. You'll see this:

Click the TCP/IPv4 item, then properties. You'll see this:

Take screenshots of both tabs, then go back to the general tab and click Advanced. You'll see this:
Take screenshots of each tab.

Ok, those all look good, now how about the DNS?
EDIT: Also, on that screen that says "Limited or no connectivity" and "Speed: 100Mbps" ... does it say "Speed: 100Mbps" on your laptop as well?

Subnet mask: 255.255.255.0
Default gateway: 192.168.100.1
Select "Use the following DNS server addresses:"
Put in:
Preferred DNS server: 208.67.222.222

Hit ok. Connect the cable. Open a browser window and try to visit the following address:
http://192.168.100.1/
If it works you should see the DOCSIS config/info page for your cable modem. If it doesn't I have a few more screenshots I want

The window with that address was just a blank screen.

#26 shows that as a 10/100 card.
The yellow ! symbols means wrong drivers a lot of times. Even though it says its functioning correctly, its really not.
IY, did you try to ping the dhcp server? #30.
Are familiar with Device Manager?

not to butt in here... just skimmed over all the posts
if you havent updated the motorola firmware you should, it may have issues with some network cards
are you running mcafee on the system? bad bad bad'
updated network drivers? windows up to date?
does it have the same problem if you boot up the pc in "safe mode with networking" ?
using the same network cable on the laptop then the desktop?
I love fixing this kinda stuff and do it for a living, ibut im still at work right now so I'll try to help

i dont know what model modem your running, but you might try seareching for it + firmware update on motorola or comcast site, it should include instructions on how to install
Before doing much to your computer you should have a backup of all important data on it
also spyware and other annoying junk can cause issues like your having
to boot into safe mode with networking restart your computer, then after it gets past its initial logo screen and before it gets to the loading windows screen (usually right after a beep) hit the F8 key a few times, then select safe mode with networking, if your able to connect and surf consistently then it is most likely a software issue on your pc
go to spywareguide.com and click tools, free online scanner, then follow the directions, or click here http://www.xblock.com/download/xclean_micro.exe and choose open or run
run it in safe mode and in normal windows after you restart
if it finds anything choose remove it then go to download.com search for and download spybot, install it, run updates, (uncheck teatimer during setup) and run spybot, takes a while though
also try this little program LSP-Fix - a free program to repair damaged Winsock 2 stacks it can fix connection issues caused by spyware etc.

Your cable modem firmware is almost never upgradable. You can call your cable co and see if you can get an upper tier tech to push you a new firmware, but good fawking luck.
This issue isn't firmware though since the cable modem worked prior on the same machine.
IY, reset those settings back to the defaults (what they look like in the pics before I had you change them). If you have a thumbdrive (you must to move the screenshots?) move wireshark onto your desktop and install it.
SourceForge.net: Downloading ...
Start listening on your network adapter (whichever one you are using, I'd take the new one out and use the orig since it's not the problem and used to work). Plug the cable in and log the traffic. Stop the monitoring after like 30 seconds and take a screenshot.

Nate's steering you right and knows much more about networking then I do.
WireShark is a network protocol analyzer that "watches" EVERYTHING your network does. Packets being sent to and from machines. We wanna see where/if the packages are going from your troubled desktop to the router and some other info.
Wireshark: Go deep.
Great tool to troubleshoot networks. Download it on your laptop, transfer it on a USB thumbrive or CD to your troubled desktop, run it, and bring back some screenshots to your working laptop.
Too many cooks in the kitchen...I'm just watchin' from the sideline.
