-Hysteer kit of some sort --$300-500
-new CV/double cardon driveshaft--$cheap at junkyard
-new tyres--$fuckin expensive....
-new shock hoops?(do I need this?)
-trac mbar materials--$not too much

On the 60 series the wrap isn't as much of and issue, but for under $100 you can add an antiwrap bar that will give you peace of mind.
Axel wrap can cause squat, but the bigger issue is ring/pinion breakage due to lateral stress on the input when the axle is trying to rotate one direction and the driveline is trying to stop it.

Shouldn't need to replace the shock mounts unless you reverse the springs for a longer wheelbase.
The front axle can be cut and turned to set pinion angle and correct caster negating the need for a double cardan. Most guys do NOT do this however and opt for turning the diff up and pointing it at the t-case to increase clearance (for the diff).

Shackle lifts suck.
Spring lifts are better, but the ride can be harsher.
SOAs either take money, or time and skill, but properly done can create a much more capable offroad vehicle, IMHO.
It depends what you can do, and what you want to do with the vehicle. Are you skilled enough to use an SOA vehicle to the fullest extent of your capabilities? If not, I'd say just do a spring lift and be done with it.

I don't know what the 'ruff stuff SOA kit' is, but you probably dont need it. An SOA should cost you about :
$26 for new spring perches (dodge part)
$500 for histeer
about $100 for materials for a decent trac bar
$100 for a used drive shaft that a drive shaft shop can resize for you
$50 brake line extensions.

I'll sell you the rusty SOA kit for a lot less  . All you really need is a set of $30 spring perches from Summit, I can get you the P/N.
Why would you need a DC drive shaft? You are going to cut and turn right?
I found a set of used 36" TSL bias plys for $400 on Pirate. This helped defer the cost of tires for a year or so.
re Shock Hoops, I doubt it.
Trak bar kit from Proffitts ~ $100 cheaper than you can buy the piece parts.
