There do seem to be a few laws out there that pertain to this... (UFDA and the UIIFA) But not all states are signatories, and it still seems somewhat complicated and convoluted. And, it all seems to be centered around cases where suits are filed, and don't make mention of "we'd just like to know...." And, I'm just too damn lazy to read them in their entireity right now...
If I got a subpoena to hand over records from the FL dept of Revenue -- if it wasn't signed by a Wisconsin or Federal Court or agency, I'd ignore it, hand it off to my lawyer, and tell FL that from then on, they could contact me through the law offices of Godfrey and Kahn in Milwaukee, WI.

This actually reminds of something that happened at wr0k not long ago. One of my employees who used to live in IL signed a wage assignment (Indenture) on a loan they took out... Basically, they agreed that if they didn't pay, the employer could have part of their wages till it was paid...
So, when we got it, we were confused. It was from the state of Illinois, and the State of WI is very clear on when we can garnishee wages, and this did not seem like one of those times....
The lawyer said to ignore it, because:
1) Indentures are illegal in WI
2) Illinois has no jurisdiction to enforce it against us or the employee in WI.
So we ignored it, and they went away.

The better practice is to engage local counsel and have them seek issuance a subpoena local to where the witness and/or things (if it's a subpoena duces tecum) are situated. This way, the subpoena is local, from a local court and will have no difficulties associated with its service. It is much simpler than trying to elicit distant cooperation with non-local legal process.
