Question Parker cases

picked up a few of the wheeled Parker cases that were being sold here on Mud. (wicked good deal BTW).

Found enough hardware to seal the top-side holes (mostly), then went to pull the aluminum plate on the bottom side, and... it's not a nut, it's something else, impervious to regular screwdriver n wrenchs.

Any ideas how to remove these, and thus the aluminum plate (save weight, gain a bit more space)?

While I was in there, noticed a gap in the wheel assembly. I'm prolly spoiled w/Pelican boxes (but mine gots no wheels), but wondering what ya'll suggest to dust-proof/water-resist this area.
