Scepter Fuel Cans in CARB states
I was in the process of ordering the Scepter MFC and my order was rejected due to their new 2008 policy that has Texas listed as a CARB state
If anyone living in the non-CARB states can help me out, I'm willing to compensate you for your time and efforts. I'm looking to purchase 10 red MFC for gas + two unleaded spouts. Thanks!

I just go two of them shipped to me
Try Quadratech - They have a little "offroad use only" blurb that somehow allows them to ship to ca - better hurry I hear they are discontinued -

Brigade Quartermasters is no longer shipping the scepter gas cans to Calif. Just spoke to them today. The only exception is if you are in the military.

Yep, apparently there's been some confusion over at BQM...they had held up my order from last week because they were under the impression that they could only sell to active duty military...in any state...Called today to check on the status and they figured out that its only the 11 CARB states they only sell to ADM....everyone else is ok...but they told me the info seems to be changing daily...
Today, they shipped mine, who knows what tomorrow will hold, get em while you can
BTW, if anyone in TX needs some, I can deliver to the Round up, PM me for details

Order them from Equipt (Equipt1.com). For California you'll have to have them shipped to someone close by in a neighboring state and go get them. But it's news to me that you can't ship them to Texas.
EDIT - guess you are, and a lot of others too.

Well, just talked with Paul May, the brains behind Equipt. If you want one from him, get 'em fast. He's down to a dozen cans and won't be selling Sceptre any longer due to the CARB issues.
And, from the grapevine, it's against the law for a business to ship non-CARB cans into a CARB compliant state, but not an individual. So, you could have them shipped to your buddy in a non-compliant state and then he can ship them to you. Supposedly.

I ordered mine from Equipt and I live in CA. Fortunately I had to go to SLC for business, so I checked the three boxes like luggage and the folks from Delta did not even ask what it was. I figured it was worth a try and it worked. Used smelly gas cans would probably be a different story.

Yes, that would be super massive fines and probably jail time for illegally air transporting Dangerous Goods.

Doesn't Scepter made CARB compliant cans? Is there something wrong with the CARB jerry cans?

Nope, that's why you wont' be able get get new fuel cans in the US soon. They don't want to deal with the hassle to make them CARB compliant and I don't blame them. They will still make military cans, you might see those some up surplus in a few years.

I was checking out the CARB Blitz metal jerry cans at Home Despot this weekend. It looked like Blitz designed a CARB pour spout kit that fits their jerry can. the rest of the jerry can looked identical to the non-CARB jerry.
I wonder why Scepter doesn't design a CARB spout and included it as a part of the CARB compliant MFC package.

So, the compliance issue must be bigger than the spout.

I used to own a metal Blitz CARB compliant can I purchased here in the Republik of Kalifornia. They SUCK!!!!!!!!!! Let me repeat that it I wasn't clear the first time...They SUCK!!!!!!!!!!! Spout and seal around the can leak horribly. So much for CARB compliance. Let me repeat...They SUCK!!!!!!!!!!!!!
Find a friend or mud friend in a non-carb state and and have them get the Wedco non-carb cans and spout for you and pay them to ship them privately. Much better!!!

Are the CARB can identical to the non-CARB cans?

The spouts are different. The CARB spouts are supposed to have an anti spill feature.
On the Shitz can, the spout was fine. The seal around the can, regardless of how I threaded it, leaked horribly. I don't know if the can itself is the same or not, but they look the same.

Not just the Carb Schitz [sic] can. I have an old, non-Carb Blitz can and it has always leaked when pouring. I have two different spouts. One is the screw-in type, the other the compresson type. Both leak.
The high side? I love my steel NATO cans. I don't think they are Wedco, but they pour faster with almost no spill.

The septer spout empties the 5 gal can under 45 seconds. The unleaded spout empties under 1:40.

Is part of the issue the vent on the top of the can? If it has a vent separate from the spout, it doesn't matter if it has a CARB spout, it's still out of compliance I think.
In other words, even if they added a CARB spout, the can couldn't have the vent to be sold legally. Most CARB compliant cans leak, spill, drip and mostly SUCK.
I can't find anything in Ca. worth having. I bought a steel can that looked like a blitz that had a really nice metal cap and internal spout, along with a metal-capped vent.
I bought it at Tera-Flex in Salt Lake (the old Mepco). A J**P store gave me a TLCA discount!
Dan.

The whole Scepter thing can be confusing at best. Here's what I gathered from talking to the guys as Scepter. CARB is going national. There are a dozen states that have laws similar to the Cali formula in place now. California, Texas, and most of the eastern seaboard. And there will be similar federal laws in place by 1/1/09. Keeping track of who could sell what to whom and when was really getting in the way of business.
Secondly, it wasn't just the spout. The spout that Trunk Monkey displayed was OK. There are requirements as to the chemical make up of the plastic the cans are made of. Apparently flimsy thin wall plastic is better. I don't get that part. Anyway, to comply to the law Scepter would have to change the recipe of the plastic used in the MFCs. That recipe doesn't work in their molds. They would have to completely retool to get into compliance. The civilian market is such a small part of the MFC sales that the retool was not cost effective. Colored cans halted production in May '07 and sold until out. The Olive Drab ones are still bing made, but not sold to civilian distributors as of 12/31/07. They also halted sales of spare parts, so hord while you can.
Oh, and then there is the DOD Jag issue. Not sure what's up these. Lips were pretty tight, but Jag was looking up everyone's juxey for a while too.
Scepter does make a close to Jerry can version that is CARB compliant. Thin as the other ones, and no where near the can the MFC is. It's wider at the base and doesn't fit very well in a traditional jerry can holder. More of the Home depot plastic can variety.
Hope that helps.

Paul,
Thanks for the update on Scepter MFC products in the USA. I believe the Scepter MFCs are and will still be available for civilian purchase in Canada since Canada does not follow CARB.
With regards to the CARB compliance, the portable fuel container has to meet these requirements
1. Single opening
2. Self venting
3. Auto shut off spout
4. Auto close spout
5. Low permeation wall
Scepter MFC meets all these CARB requirements except for #2 and maybe #5. For #5, if the walls of the MFC are not low permeation, then Scepter will have to change the plastic formulation of the MFCs. For #2, the design of the cans follow the traditional jerry can, with a built-in air vent to prevent splashing and increase flow rate. See the small hole in the wall of the opening thread and the vent tube beneath it

The design of the spout leaves the air vent open, allowing air to enter the air tube to increase the flow rate and prevent splashing. See under side of the spout.
Notice that there are no O-rings in the spount and the 5 holes allow air to enter the vent hole. This is in direct violation of #2 requirement above, where CARB spouts must have an internal vent inside the spout, allowing the air to exchange between the portable fuel container and the vehicle fuel tank.
Its interesting to note that Canadian companies are still selling the MFC in Canada without restriction and can sell MFC parts to the US.

Let us know if you receive them. I tried to order replacement gaskets from BQM a few months ago and they would not sell them to me, only to military and law enforcement.
