As in previous years of LCs, the 3F-E has the exhaust and intake on the same side (unlike the 1FZ). My understanding is that the ``Carb Cooling Fan'' helps dissapate latent heat away from the intake components and assemblies and make for easier subsequent starting.

It has a temp sensor and timer that closes when hot to keep the fan running. You may want to give the motor 12v and see if it's the motor that isn't working or the sensor/timer.
