Any .22 rim fire of decent manufacture.
Ammo is inexpensive, recoil is negligible.
Without question, the biggest mistake I see beginners make is to "overgun" themselves. Invaribly... this leads to developing poor shooting habits.
Most shooters will be able to "move up" from the .22 fairly quickly, but most will keep it for a "plinking/practice" GUB just the same.
With proper instruction, you can learn all of the basic safety rules and shooting techniques (for a given firearm) in just a few outings.
Its really a lot of fun, and many people never hunt with them, they just enjoy shooting.
