1994 ABS problem has me stumped.

While wheeling a few weekends ago my ABS light came on shortly after disengaging my CDL switch. When ever I start the truck the ABS light comes on and goes off after 3 seconds as expected. If I cruise around at driveway speeds and brake hard or lightly "doesn’t matter" the light will eventualy come on and stay on. At this point braking is straight and normal. Ok so it’s not as crisp as it is when the abs light is off, but not the less it stops in a straight line. After starting the cruiser and If I get up to speed without hitting the brakes I can drive and the ABS light will stay off. However when I hit the brake (hard or lightly again doesn’t matter same result) I have normal brake response until I drop down around to about 25 mph then the pedal pulsates a few times (like a wheel is locked up or on ice) then about 20 mph it will pull hard to the left for a second which is when I think the ABS kicks off and the light comes on. The light will stay on until I restart the cruiser.

I have cleaned all four wheel sensors.
I have verified the resistence on all sensors to be within factory spec all the way back to the ABS computer.
I have bled the brakes.
I rebuild or replaced all the calibers last year, flushed out the brake fluid and have verified they are still working normally. (Ie. Even pad wear, no obstructions or sticking pistons).
I tried pulling the codes but since the light will not stay on there is no code to pull. I tried leaving the paper clip in and the shunt out when driving to see if I could get something when the abs light did come on, but that didn’t work. If I just had a code or idea on what the problem was I would try something else. But most of the components at this point are too expensive to just randomly replace.

At this point I am stumped and ready to take it to the dealer or pull the ABS fuse.

it seems as though i had jumpered "te1 to e1" instead of "tc1 to e1". Once this was corrected it popped a error 31. The two front sensors were flip flopped and it then popped and error 32 and started pulling to the right. Just need to get a replacement sensor now and all should be good.
