Shock absorber Valving

Not specifically an 80 series question, but you guys seems to talk more about shock absorber valving than the other forums.....

Q. When refering to shock absorber valving (ie Bilstein 255/70) does this mean that the Rebound force is 255LB and the Compression force is 70LB??

Or do I have it competely wrong? Just wondering!
