VSS problem.......maybe????

When the 97 cruiser is warm and I am accelerating from a stop light...on occasion the speedo will jump from 0-40 or 60 mph then return to normal and will continue to be normal while driving....in other words it occurs only when accelerating from a stop. At the same time as the speedo is wacko the tranny will sometimes shift too quickly/roughly... Is this a VSS problem? or can yall point me in the right direction?
