I have a 96 LC and when I start it after it has been sitting a while (overnight) the RPM's jump to about 1800-2000 for about a second or two then come back to about 1000 and then about a minute later around the 600 - 700 range. To me when it starts it jumps to high too soon, not letting the enginge get primed with oil in time. My 97 LX 450 does not do this it just starts and jumps a bit maybee 1300 and then down. Im thinking it might be an adjustment in the choke but Im not sure
If it's only for a second or two.. it sounds normal. There was a write up on cool 80's long time ago about how to trick the engine into not doing that anymore. Dont know where that write up is now.

I think it's pretty normal. There are other posts about it but you'd have to search. My '94 is pristine and Toyota maintained with 66,000 miles on it. I used to crank it over and it would rev to about 2000rpm and rattle for a second, then step down to regular idle as it warmed up. Recently I added an oil stabilzer to the last oil change and it now revs to about 1500 rpm. Hope this helps.
I have the same exact issue, and it was eliminated Friday night when I switched to Mobil 1 syn. (not the revving issue, but the nasty sound before the engine lbed itself)
