What is plastic thing on dipstick tube?

I've been wondering what the black plastic thing on the dipstick tube is for years. I can't take the suspense any longer - help!

It is used to hold the rubber hose in that area.

medtro is right, but there is supposed to be another plastic piece that fits into the one pictured, and it holds one of the hoses to the charcoal canister, I believe.
