Usually a strong fuel smell with no apparent leaks indicates a bad charcoal canister.
I'm not sure where you're going with the soap and water, though. Leaks will be vacuum, so you'll just be sucking it into the engine. An old trick to find a vacuum leak is to spray the engine with brake cleaner or ether while it's idling, see if the idle speed goes up. Just be careful not to spray it on the hot exhaust manifolds!
