EGR issues are causing my '81 to not pass smog

I recently bought a somewhat built 1981 (22R) longbed to wheel. I went to smog the truck and it failed miserably on two tests. The smog operator tried to help me out as much as he could but it just wasn't happening. He ran a test on the EGR using a hand held tool that was supposed to kill the engine when applied. In my case, it revved the engine to the redline. He thinks that the hoses ran to the EGR are not applied correctly. I know this is a broad question, but can someone shed some light on the correct assembly of the EGR so I can check to see it is done correctly. Thanks
