A/C Heat Fan Speed Problem

I'm a noob here, but you guys have a great site. This actuall concerns my 1991 Toyota Motorhome. It's actually just a Toyota Dually Chassis, so it's essentially just a pick-up.

The A/C-Heat fan only works on high speed, not the lower speeds. I plugged a new fan motor in and it made no difference. I removed the fan speed switch, opened it, and cleaned all contact points. Everything in the switch looked brand new. I hate to buy a new switch when I don't think thats the problem.

What else could it be? All advice is appreciated.

Thanks guys! I'll order the resistor, should be here in 2 days. The link wasn't really clear on whether I need to remove the blower motor or not ( I hope not, as I just re-installed it last night.)

No need to remove the fan. A single phillips head screw holds the resister in.

Did you make sure it was a 4 speed resister? Because there are 3 and 4 speed fans out there. Yours is probably a 4 if it's a 91.

I had the dealer look up the part off of the VIN so I'm assuming it's the 4-speed resistor. I'll check when I pick up the part today.

If it's a 4 speed I think there should be 3 coiled resisters sticking out of it. If it's a 3 there will be only 2. Going from fuzzy memory.
