hilux surf intermitent throttle problem

Hi, i'm having an intermitent throttle problem. When it occurs I shift to neutral and apply full throttle, the engine can't even reach 2000rpm, the revs are consistant each time. I have recently had the fuel pump serviced, although i don't think the electronic components were replaced. Also removed fuel tank and cleaned, replaced all rubber fuel lines, this should rule out any fuel supply problems. I believe this problem is electrical, because if it were fuel suction problems the engine revs would drop slowly as it starved of fuel and it would idle rough after extented periods of full throttle, mine idles fine and under full throttle is consistantly approx 1900rpm. Has anyone had similar problems. Can anyone tell me what the electronic contollers are inside the pump what they do and also any other electronic items that may affect this and their functions. Thanks

Is this an auto or standard? If auto perhaps it has a built-in limitation on rpms in neutral?

the AFM closes the circut for the fuel pump.
if you actuate that flap in there, the pump should kick on.
