When I was growing up, nearly every child had a toy gun of some sort. We never worried about the police "popping us".
It was common to see boys 10-18 yrs. old walking down to the river with .22 rifles to shoot at cans, sticks, targets. No one gave it a second look or thought.
No one had to, because we were raised responsibly, acted responsibly, and enjoyed certain freedoms as a result of that.
The real problem is: We have too many "hoodlums". We would do well to ask ourselves "the 5 whys" about why that is, and then address the answers we come up with.
