Rear axle locknut with seal

Howdy, My young bloke managed to break the rear pinion shaft on my FJ40. I was not impressed but figured it was karma from when I was his age, which didn't stop karma from being visited upon him. Anyway when I pulled the axles the near side locknut was loose, it is the type with the seal in it. I didn't pay much attention as I thought my Gregorys would handle it however it doesn't. The inner nut is the same size AF but thinner and has one screw though it into what I presume is some sort of locking plate. The stub axle has one slot in it along the length as far as I can see. I wasn't going to strip it out as it appears fine.
How do you set this outer nut with the seal up? Is there a torque setting? Should there be a locking plate? Drop or two of 243?
